The Foundation defines the operational standard. Operators must convert to the CDS / LMT-Express model or lose eligibility.
The Foundation decides in-network providers. Out-of-network billing and surprise billing disappear.
Three-Tier License Structure
Each tier carries distinct staffing requirements, authority, and dispatch permissions. Red is the only tier that requires a paramedic or assisted nurse license.
Tier Movement Rules
Red can take all trips. Yellow may take CDS trips but not Red. CDS is restricted to hospital trips only.
Nationwide One-Price Policy
Three tiers, one national rule. Each price covers two CDS drivers, two vehicles, and one mission under the Caravan Protocol.
Sempouse MTEC Module
Sempouse is the FDA-approved medical telemetry module that becomes the core compliance device for every CDS, CDS+911 Yellow, and CDS+911 Red vehicle. Without Sempouse, no vehicle may operate under the Foundation's policy.

Vehicle Insurance Structure
The $600 Sempouse incentive is applied per vehicle: install Sempouse and subtract $600 from the premium; refuse it and $600 is added. The gap is large enough to drive voluntary, nationwide compliance.

Penalty applied per vehicle — no licensing, no billing eligibility.
Ambulance → LMT-Express Conversion
Ambulance companies don't close — they convert. Existing paramedics and vehicles are re-licensed as LMT-Express units under the Foundation's insurance, pricing, and compliance standards. The old model fades out automatically.
